The new tax decree connected to the 2019 Budget Law provides for the mandatory e-receipt starting from 1 July 2019.
However, the measure has not yet been approved by the Council of Ministers, so there is nothing definitive yet.
This new law comes after months of criticism about our outdated bureaucracy that often leads taxpayers to unnecessary delays or even worse: missed income opportunities because they cannot file forms on time due to computer crashes or power outages at taxpayer offices.

The measure will affect all companies with a turnover exceeding 400 thousand euros.
Subsequently, from January 1, 2020will apply to all other companies that carry out any activity of sale of goods and services.
If the latter decide to equip themselves with the digital receipt ahead of time, they will be able to enjoy of one 50% discount on new cash registers, in the form of a tax credit.
What are the other anti-evasion measures envisaged?
Recently, the government announced several anti-evasion measures which are set out in the decree. These include moving from paper to electronic receipts and providing additional ways to verify taxpayers' reporting of their income tax payments, including requiring that interest rates paid by individuals receiving more than one million yen ($980) per year in salary or profits respectively be no less than 3 percent above the base rate if this exceeds 10 percent.
The shift from traditional methods such as physically delivering invoices at company meetings was another initiative designed with the aim of catching fraudsters who try to avoid paying taxes owed by hiding money overseas where there is no (and often minimal) need.
The government will now require all taxpayers to file their annual returns, rather than simply signing them. In this way they can ensure that there are no errors or omissions that would lead to tax evasion!
The transition from the paper receipt to the electronic one is just one of the Government's anti-evasion measures. In fact, the decree also provides for the following further measures:
- the possibility for artisans, restaurants and traders to send the list of all daily payments electronically to the Revenue Agency, thanks to special recorders
- the mandatory nature of electronic invoices also for private
- the so-called "receipt lottery", or the assignment of a code to each e-receipt which allows you to win prizes every month from 1 January 2020
